In 2006, a group of family investors sought a long-term investment property. 481 acres of mountainside land overlooking the town of South Pittsburg, TN and the Tennessee River were purchased by the newly formed Happy Hollow Vista, LLC, referencing Happy Hollow Valley: www.topozone.com/tennessee/marion-tn/valley/happy-hollow-101. "The Tennessee River completes a series of sweeping bends before hooking around Burns Island and committing to a placid straightaway the entire length of South Pittsburg. Our town is geographically tucked between the plateau and the river, making both entwined in the identity of South Pittsburg. Since even before our incorporation in the 1870s, our citizens’ livelihoods have relied on the river for navigation, industry, recreation, and community.
South Pittsburg is rich in historical significance connected to the Tennessee River. Burns Island is a focal point of our area’s Native American heritage and remains home to artifacts and shell mounds. The confluence of Battle Creek and the TN River was the site of Fort McCook during the Civil War, occupied by both sides of the conflict. The river and parallel railways provided the logistical pathway for the spread of industrialization through the south, leading to the incorporation of South Pittsburg as we know it.
Today, our town’s outward facing identity is branded by the iconic Shelby Rhinehart bridge, commonly referred to as the “Blue Bridge.” Unique, picturesque, and timeless, the bridge appears in almost all marketing for our town as well as the businesses based here. Underneath our bridge lies the town’s boat ramp, where fisherman and sport boaters have access, or people on a lunch break can get a good view of the river while they eat. There is so much more opportunity to access and utilize our great resource yet to be realized.”
“1. PROVIDE PUBLIC ACCESS – We must continue to improve our boat ramp area, install kayak launches, and make our access well known through signage and digital resources.
2.CONNECT EXISTING RIVER EXPERIENCES - Partner with Bridgeport, AL to create a trail connecting our towns. This trail can later be converted (paved) into a greenway. Adding kayak launches along the trail would allow for multi-modal river access. The trail could also be extended west towards Kimball Park. Adding things like frisbee golf and greenways and holding events around them will increase river use.
3. EVENTS - Current Events: 2019 was the 8th annual Duck Race fundraiser benefitting the Rotary Club. The Rotary Club serves the community through projects like beautification and scholarship opportunities and will be a potential investor in TN River Line. - Proposed events include kayak and SUP races, a plien air arts event, and fitness events along the river.
4. EDUCATIONAL OPPORTUNITIES – We would like to form partnerships with organizations like the Chattanooga Aquarium, TWRA and Tennessee River Keeper, securing the future of our water resources and celebrating the history of our great resource.
5. STEWARDSHIP – Annual river clean up days help make the river important to our community. Partnering with the State of Tennessee and TVA, we could create a scholarship for seniors interested in a career in ecology. We would like to create a volunteer position for a ‘river steward’ to be the point person for ongoing involvement.“

2. New golf course – a new “world class” 9-hole golf course, Sweeten’s Cove is on the boundary of Battle Creek which empties into the Tennessee River. One of its owners is Peyton Manning . His notoriety, the golf course itself and their new bourbon recently is shining a new light on our area.
3. Socialness of people - South Pittsburg is a very social and welcoming town. We have street parties and our local football games have topped out at 5,000 + in attendance.
4. Newcomers - many people that have visited here make the decision to make it their home. Lots of people that come to the National Cornbread Festival fall in love with the town and have moved here.
5. Quaint downtown – our town has several blocks of beautiful buildings and most of our streets are concrete. It is a beautiful town with a major playground within walking distance of most of the homes built in town.

…We have great fishing and beautiful bird watching on our stretch of the river. Osprey and eagles can be seen as their nests are located high above the shoreline. Migratory bird flyways stretch across the sky in our region. Canadian geese and various species of ducks are among those who travel through our town. Our town can be a key part of preserving this ecosystem as a part of a larger network.“

South Pittsburg’s location within a federally designated Opportunity Zone https://oz.tnecd.com/advantagespresents presents great tax savings opportunities to developers.
Zone designations were certified in the Spring of 2018 and will remain in effect until December 31, 2028. Any qualifying investment made through a qualifying Opportunity Fund into a qualifying Opportunity Zone will be eligible for the applicable tax benefits through that date.

Commerce Secretary Wilbur Ross announced “Three Tennessee communities will receive Opportunity Zone grants”:

“The City of South Pittsburg will use their $1.9 million grant to build a liquid natural gas storage and re-gasification system to provide uninterrupted energy during peak periods of demand to two major companies. The grants will leverage $31 million being invested by Valmont Industries, and $41 million by Mueller Co. The two companies will create a combined 450 new jobs and retain more than 200 others.”
The County and Town are highly receptive to development that embraces the values and contributes to the goals of the community.
Self-formed community groups have achieved great success with revitalization efforts and are actively engaged in further community improvement projects.
The citizens of South Pittsburg exhibit tremendous pride for their community, seen most prominently through their outpouring of volunteer time at the annual Cornbread Festival. That sense of pride is expanding most recently with the efforts to develop and promote South Pittsburg as a RiverTown.

“This event put South Pittsburg ‘on the map’. Its 25-year history spans five different mayoral changes. Some of those city leaders were extremely proud of the event and a couple swung the other way. The ‘will of the people’ prevailed as did the growth and success of the event. The 3,300 population of South Pittsburg swells to an average of 23,500 on festival weekend. It takes upwards of 3,000 volunteers to put on the event. Over the last 24 years more than 1.2 million dollars has been raised and turned back into the community. The pride and camaraderie which has resulted cannot be measured.”
